Digging around the source of NumSum, I noticed that the TrimSpreadsheet engine files are GPL'd, but numsum.js simple says "// Copyright (C) 2005 - Metaha - All Rights Reserved."
Can I use this code for a web project of mine if have no plans to sell or re-distrubute this code? Do you have plans to open source this code?

Just the TrimSpreadsheet engine stuff is GPL so you can integrate that into your project.
The Num Sum files that makes it behave like Num Sum and adds persistence to the Num Sum servers and makes it look prettier isn't open-source, though.
Although I'm not a lawyer, the mindset is doing something like how MySQL does duel-licensing...
